“Let us make the Mediterranean a community of courage” – Speaker Farrugia at PA-UfM Summit

Speaker of the House of Representatives of Malta, Anġlu Farrugia, delivered a powerful address at the Ninth Summit of Speakers of the Parliamentary Assembly of the Union for the Mediterranean (PA-UfM) held in Málaga, Spain.

Calling for a bold shift in regional thinking, Speaker Farrugia stated, “Let us no longer speak of the Mediterranean as a corridor of compromise. Let us make it a community of courage.”

He warned that instability from Gaza to Ukraine is testing Europe’s moral coherence and asserted, “There will be no peace in the Mediterranean unless Europe itself is just, united, and whole.”

Farrugia proposed four key initiatives to advance peace and stability:

A Mediterranean Youth and Climate Corps to empower youth through cross-border civic service.

A Parliamentary Mechanism on Media Freedoms and Political Prisoners to defend democracy and monitor violations.

A Shared Resilience Framework to promote cooperation in renewable energy, water, and food security.

An Extraordinary PA-UfM Session to urgently address the escalating Israel–Iran conflict.

Citing the 23rd June missile incident over Qatar, Speaker Farrugia warned that even non-belligerent states are no longer safe: “Neutrality and sovereignty are under threat,” he declared.

The summit also precedes tomorrow’s plenary session of the PA-UfM. Speaker Farrugia was joined by Maltese parliamentary delegation members Carmelo Abela and Anthony Bezzina, who are active participants in the PA-UfM Committees.
