Foreign Workers Now Represent Over a Quarter of Malta’s Population, Report Finds

Malta’s labor market is undergoing a significant transformation, with foreign workers now accounting for 28.1% of the total population, according to the recently released Misco Salaries and Benefits Report for 2024/2025.

The report highlights the increasing reliance on non-Maltese workers, particularly in sectors such as construction, healthcare, and hospitality, where demand for skilled labor has far surpassed the local supply. This trend underscores the critical role that foreign talent plays in addressing skills shortages and meeting the evolving needs of Malta’s economy.

The influx of international workers reflects the growing expertise required across various industries. Employers, faced with challenges in recruitment and workforce retention, are adapting their strategies to attract and retain foreign talent.

“Misco’s Salaries and Benefits Report paints a clear picture of the ongoing evolution of Malta’s labor market,” said Lawrence Zammit, Founding Partner and Director of misco. He noted that businesses must adopt modern HR practices and re-evaluate compensation structures to remain competitive.

“As companies face challenges related to compensation, recruitment, and employee retention, integrating advanced HR practices alongside compensation structures will be crucial for businesses looking to thrive in a competitive environment,” Zammit added.

The findings highlight a pivotal moment for Malta’s labor market, as organizations strive to strike a balance between addressing workforce demands and navigating a highly competitive employment landscape.
