As of June 30, 2024, approximately 4.3 million non-EU citizens, predominantly from Ukraine, were under temporary protection in the European Union, having fled the ongoing conflict caused by Russia’s war of aggression against Ukraine.
Germany hosted the largest number of these individuals, with 1,347,525 people, accounting for 31.2% of the total in the EU. Poland followed with 965,775 (22.4%), and Czechia with 360,775 (8.4%).
From May to June 2024, Germany saw the highest increase in beneficiaries (+15,010; +1.1%), followed by Poland (+12,520; +1.3%) and Czechia (+4,370; +1.2%). However, Estonia and France reported slight decreases in numbers during this period.
Czechia recorded the highest ratio of temporary protection beneficiaries relative to its population, with 33.1 per thousand people, followed by Lithuania (27.2) and Poland (26.4). Across the EU, the average ratio stood at 9.6 per thousand.
Ukrainians made up over 98% of the beneficiaries, with adult women representing nearly half of the protected population (45.6%), children comprising 32.4%, and adult men 22.0%.
The European Council recently extended the temporary protection status for these individuals from March 2025 to March 2026, ensuring continued support for those displaced by the conflict.
