A new paper written by civilian and military experts explores how a cease-fire along Ukraine’s 700-mile front line could be monitored and enforced.


The proposal suggests creating a buffer zone at least six miles wide to separate Russian and Ukrainian forces. It envisions 5,000 civilians and police officers patrolling the area, backed by up to 10,000 foreign troops.


For much of the three-year war, the idea of a cease-fire seemed distant, with Kyiv and its allies focused on military efforts. However, President Trump’s push to end the war quickly has shifted attention to potential post-conflict scenarios.
