Can European troops keep the peace in Ukraine?

The Munich Security Conference this week is set to address the possibility of a peace deal for Ukraine, with top U.S. officials—Vice President JD Vance and Secretary of State Marco Rubio—among the key attendees.


Experts estimate that 150,000 troops would be needed to deter Russia from re-entering Ukraine after the war, along with U.S. support for air cover, intelligence, and missile defense. However, Ukrainian President Volodymyr Zelensky has suggested that as many as 200,000 foreign troops may be necessary to maintain stability.


Journalist Steven Erlanger has explored the feasibility of a European peacekeeping force, raising questions about whether European nations are willing—and able—to deploy troops on the ground in Ukraine.
