4.3 Million Under Temporary Protection in the EU as of December 2024

As of 31 December 2024, nearly 4.3 million non-EU citizens who fled Ukraine due to Russia’s war of aggression remained under temporary protection status in European Union (EU) countries.


Top Hosting Countries:

Germany: 1,161,450 people (27.3% of the EU total)

Poland: 991,630 people (23.3%)

Czechia: 388,625 people (9.1%)

Compared to November 2024, the total number of beneficiaries increased by 25,590 (+0.6%), with the largest absolute increases observed in:


Germany: +8,830 (+0.8%)

Poland: +3,705 (+0.4%)

Czechia: +3,435 (+0.9%)

Meanwhile, Denmark (-5.1%), Italy (-0.8%), and France (-1.0%) recorded declines in the number of protected individuals.


Protection Ratio Per Population:

Czechia: 35.7 per 1,000 people

Poland: 27.1 per 1,000 people

Estonia: 25.8 per 1,000 people

EU Average: 9.5 per 1,000 people

Demographics of Beneficiaries:

Ukrainians: 98.3% of total beneficiaries

Adult Women: 44.8%

Children: 31.9%

Adult Men: 23.2%

Policy Update:

On 25 June 2024, the European Council extended temporary protection from 4 March 2025 to 4 March 2026 under the Council Implementing Decision 2022/382.
