Transparency is a Right and a Duty, Not a Privilege – Speaker of the House of Representatives

Speaker Anġlu Farrugia reaffirmed the fundamental role of transparency in democracy, stating that it is not a privilege but a right, a duty, and the cornerstone of governance. Addressing distinguished experts at the 3rd Meeting of Experts under the LEGSAI initiative at the Parliament of Malta, he highlighted the crucial role of Supreme Audit Institutions (SAIs) in maintaining public accountability and ensuring governance with integrity and financial prudence.


Farrugia stressed the need to continuously strengthen legal frameworks protecting SAIs, allowing them to withstand external pressures and safeguard their independence. He noted that this meeting serves as a vital platform for experts to collaborate on best practices, develop legal safeguards, and create a maturity model to assess and enhance the resilience of SAIs worldwide.


Underscoring Parliament’s unwavering commitment to the independence of oversight institutions, the Speaker emphasized that decisive actions have been taken to shield SAIs from undue influence, ensuring they can function without interference. Independence, he asserted, is not something to be granted but something to be safeguarded, nurtured, and defended.


Concluding his address, Speaker Farrugia commended the experts for their dedication, expressing confidence that their discussions would drive meaningful reforms to reinforce financial oversight, governance standards, and public trust globally.
